On Monday, February 24, 2025, at the regular City Commission meeting, Assistant City Manager Reuben Franklin announced a new citizen engagement program being offered to residents, aptly named, “Citizens’ Academy.” Download/Complete Application Here
Following a program model similar to “Leadership St. Johns” and “St. Johns County 101,” the City’s program aims to introduce its participants to City leadership, departments, and day to day operations, providing an inside look at how the City of St. Augustine government operates.
“We see this as an opportunity for one-on-one engagement, allowing our residents to really get a glimpse of how things work at the city,” Franklin stated. “Our goal is not only to educate our residents, but to get to know them and for them to get to know us outside of commission meetings or in large community settings.”
Franklin also commented, “I’m hoping this may inspire folks to volunteer for a citizen board or find creative ways to get involved. There are so many things happening on so many levels, I think people will come away from this with a whole new appreciation for what we do here.”
The Florida League of Cities states "Citizens' academies are an excellent way to educate residents, build positive relationships and increase communication between city government officials and citizens, as well as inspire future municipal leaders."
After researching existing academies run by other cities and using the Florida League of Cities "A Guide for Creating a Citizens' Academy," a program outline was created.
In order to qualify, the following criteria must be met:
- Lives in the City or owns a business or property in the City.
- The person is over 18 years old.
- Can commit to attending all the classes.
The following program sessions are being offered:
- Session 1: Getting to know your city
- Session 2: Examining safety and security in the city
- Session 3: Understanding Utilities & Public Works
- Session 4: Exploring Planning, Building and Development
- Session 5: Discovering other city services
- Session 6: City Commission Graduation

Applications are being accepted now through Sunday, March 9, via email to cosa@citystaug.com or drop-off to the Office of the City Manager, Lobby A, 4th Floor, 75 King Street, St. Augustine, FL 32080; also by mail to PO Box 210, St. Augustine, FL 32084. The class size is limited to 20, which will be determined on a first come first served basis. Classes will be held from 1:00pm to 5:00pm at various locations in the city.
