Spring Updates

The City has many resilience efforts underway to help with flood mitigation and adaption. This edition includes going over what those terms mean, a brief history of why we flood, and what we are doing about it, and what homeowners can do to protect their own property.

What is Resiliency?

Resiliency is the ability of a natural or built system to recover from an extreme load or event.

Adaption is an adjustment in response to changes in the factors that impact the functionality of a natural or built system.



October 4 Public Meeting

Back Bay Feasibility Study

With the Army Corps of Engineers

On January 9, 2023 City officials signed an agreement with the Army Corps of Engineers to begin a Coastal Storm Risk Management (CSRM) Federal Feasibility Study. This study will investigate coastal storm impacts on the City and identify solutions to reduce damages that will benefit the community as future projects are designed to mitigate flooding. The City will utilize American Rescue Plan Act (ARPA) funds for its cost share match with the Army Corps of Engineers. Once complete, the study will allow the City to qualify for federal funding opportunities for future flood mitigation projects.

April 24, 2024 Public Workshop at 6PM

At the Willie Galimore Center

At 6PM at the Wednesday, April 24, 2024 a public workshop will take place at the Willie Galimore Center, located at 399 Riberia St, St. Augustine, FL 32084.  

Residents will have the opportunity to discuss one-on-one with Corps team members about flooding challenges in their neighborhoods, ask questions about the Study, and to give their opinions on what future solutions should look like.

What Else is the City doing for the Flooding?


Projects: There are currently over $40M worth of projects dedicated to resilience and flood mitigation within the City of St. Augustine, all grant funded. You can learn more about the ongoing projects and resilience efforts here.

                Planning/Studies:
    Conducting studies is a crucial part of the City's resiliency efforts as they identify potential flood mitigation projects and then allow the City to apply for grant funding. There are currently three studies underway:
  • City-Wide Vulnerability Assessment for Critical Assets & Adaptation Plan
  • Back Bay Feasibility Study with the Army Corps of Engineers
  • Fullerwood Neighborhood Drainage Study

Policy: A Proposed Resilient Shoreline Ordinance for hybrid living shoreline with hardened bulkheads is currently in the first stages of being drafting and once finalized will be available for public review before being presented to Commission.

Why does the City Flood?

Flooding is not new to the City. However, the Frequency is on the rise. Here are the current city stormwater challenges:

  • Aging infrastructure
  • Undersized collection system
  • Low-lying and coastal location (90% of the City is within a flood zone)
  • Highly developed (high impervious area & unable to drain)
  • Subject to flooding – both from rainfall and tidal/coastal influence (compound flooding)

Stormwater Infrastructure:

  • 109 City Outfalls – many are tidally influenced 
  • 49 one-way tide check valves exist city-wide
  • 13 Vaults to collect sediment before reaching a water body
  • 1,155 Storm Inlets to collect rainwater
  • 116,760 feet (22 miles of pipe)
  • 12 maintenance zones
  • Daily service requests

  • Reduce paved surfaces

Recover

  • Replace flooded walls & baseboards with PVC
  • Install sump pump system to pump out water from property
