City of St. Augustine announces workforce parking program

The City of St. Augustine Mobility and Parking Enforcement Division announces permanent workforce parking permits available for businesses and employees working downtown, with a focus on the service industry and hospitality service providers. Business owners, managers, or an authorized appointee, may apply for a one-year workforce parking permit for a minimum of five spaces per business in the Toques Lot, located at 24 Toques Place. 

Businesses and individuals may apply for a permanent workforce parking permit for the Granada Lot, located at 78 Bridge Street, or for seasonal parking at the Flagler College Parking Garage (Flagler Garage), located on Malaga Street, available only from December 13 through January 4, 2026.

Workforce permit parking applications will be available for download online, or in-person pick-up at the Customer Service Department, located at 50 Bridge Street, beginning Wednesday, November 5.  Completed applications may be emailed to parking@citystaug.com or delivered in person to Customer Service.  Permits will be issued on a first-come, first-served basis, and will be available for pick-up in-person at Customer Service once the applicant is notified.  Permits issued in this permit cycle will expire on September 30, 2026.

In 2026, application renewals must be submitted between April 1 and July 1 and will be effective on October 1, 2026.  Permits issued in 2026 will expire on September 30, 2027, and applicants must reapply annually to be considered for the program. Renewal of a previously approved application will be given precedence.

All fees will be prorated for the remainder of the year fiscal year and will be due within 15 days of approval.

Approved businesses will receive 40 color-coded, numbered hang tags for each numbered block of parking spaces they purchase.  The employer is responsible for issuing and maintaining hang tags with and for employees. 

The Toques Lot has 48 spaces and will be available only for permitted workforce parking in that lot, 24 hours a day, 7 days per week.

Individuals utilizing a workforce parking permit provided by their employer must park in the spaces identified for the business and/or the lot selected on the approved application. For example, Your Restaurant is assigned numbered spaces 100-110 in the Toques Lot.  Any ten of the 40 hang tags issued can be used in those identified spaces during workforce parking hours.

The Granada Street Lot has approximately 148 unnumbered spaces and the Flagler Garage has approximately 250 unnumbered spaces.  Permits issued for Granada Street will be valid Monday through Friday, 6:00pm to 6:00am and all day on Saturdays and Sundays.  Permits issued for the Flagler Garage will be valid 24 hours, only from December 13 through January 4, 2026.

Parking in a permitted spot outside of the permitted hours may result in a $100 fine for being illegally parked. 

Workforce parking cannot be utilized for valet parking and/or customer parking and should be used only for shift work employees.

Parking enforcement staff will be monitoring all lots and will issue citations, as necessary.  Any suspicion of use outside of the scope of the program criteria could result in the revocation of a permit.

  • $79.88 Per Space (monthly)
  • Reserved for permit holders only
  • Available to businesses with 50+ employees

Granada Lot – Evening and Weekend Use

  • $53.25 Per Space (monthly)
  • Parking spaces based on availability; No employee minimums
  • Business or Individual may apply

Flagler College Parking Garage – Available only December 13 - January 4, 2026

  • $53.25 Per Space
  • Parking spaces based on availability; No employee minimums
  • Business or Individual may apply
