City Manager announces new Finance Director

Sue Xiuchun Wang, CPA, CPFO, joins the City from Gainesville

On Monday, January 8, City Manager David Birchim announced Sue Xiuchun Wang, CPA, CPFO, has been hired as Finance Director, replacing Mark Simpson, who vacated the position at the end of December 2023.

Wang most recently served as the Finance Director/Controller for the City of Gainesville.  Prior to her time in Gainesville and a brief period with the City of Jacksonville, she worked over a decade as the Finance Manager and Accountant for the Town of Normal, IL.  Wang was responsible for managing the Annual Comprehensive Financial Report (ACFR), managing payroll, banking, and accounts receivable/payable processes, and supporting the budget process, in addition to improving the Town’s credit card fee model, implementing improved financial investment strategies for the Town, and advising civil service pension boards, among other duties.

“We are excited to welcome Ms. Wang to the City of St. Augustine and look forward to her expertise and leadership,” Birchim stated.  “Having just received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association, we are in a strong financial position looking to the future, and with Sue’s help, we can remain in excellent financial health.”

Wang graduated from Ocean University of Qingdao, in Qingdao, China, in 1996 with a bachelor’s degree in English.  She continued her education, completing a Master of Arts in English from the University of International Business & Economics, in Beijing, China (1999), followed by a Master of Science in Agribusiness (2001) and a Master of Science in Accounting (2003), both from Illinois State University.  She is a Certified Public Accountant and a Certified Public Finance Officer. 

“It is truly an honor to be selected for this important position in the City of St. Augustine,” Wang commented.  “I’m humbled and inspired by the hard work of this department to carry forward the tradition of sound financial management in the City. I look forward to working with everyone to serve the citizens of St. Augustine.”
