City Manager announces Stephen Slaughter as Utilities Director

On Tuesday, June 20, City Manager David Birchim announced Stephen Slaughter as Utilities Director, effective immediately, replacing Todd Grant who vacated the position when he became Public Works Director.

“The reorganization of the Utilities and Public Works Departments allows Stephen to apply his expertise and focus on Utilities as a whole,” City Manager David Birchim said.

Slaughter, a Florida Licensed Professional Engineer, has 17 years of civil engineering experience with an emphasis in water and wastewater infrastructure and has been with the city since 2017.  As Engineering Manager, Slaughter was responsible for the Engineering and Development Divisions.

“It is a great honor and privilege to accept the position and responsibilities of Utilities Director and I look forward to this opportunity and the challenges to come,” Slaughter commented.  “With this reorganization, the Utilities Department brings together Engineering and Development, the Water and Wastewater Treatment Plants, Field Operations, and Environmental Services.  Together, we will continue to provide and improve utility service to this great city.”

Slaughter obtained a Bachelor of Science in Civil Engineering from Virginia Tech in 2005. He obtained his professional engineering license from Virginia in 2011 and from Florida in 2015.
