Barry E. Fox, Chief of Police
As a resident of St. Johns County since 1979, Chief Fox has been a member of the St Augustine Police Department for 25 years. He began as a patrolman in April 1993 and has progressively risen (Corporal in 2002, Sergeant in 2004 and Commander in 2009) in rank to his current responsibilities as the Chief of Police.
Chief Fox is a graduate of St. Joseph’s Academy, St. Johns River Community College and the University of North Florida; in 2016, Fox graduated from Session #262 of the FBI National Academy. Chief Fox also contributes to his community as a volunteer assistant football coach at St Joseph’s Academy.
Assistant Chief Anthony W. Cuthbert
Assistant Chief Cuthbert started his career in law enforcement in May of 1993 with the City Farmington, NM. He joined the City of St. Augustine Police Department in 1997 giving him nearly 24 years of law enforcement experience. Assistant Chief Cuthbert is a 1992 graduate of the University of Central Florida, B.A. in Criminal Justice and has completed Executive Leadership training at St. Johns River Community College (Class 1), FDLE (ELS Class 5) and Florida Executive Leadership Seminar (FEDS) . He has held the positions of Operations Commander, Sergeant of Internal Affairs, Patrol Sergeant, Special Events Coordinator and Corporal. Cuthbert has held roles ranging from Honor Guard, Firearms Instructor, Traffic Homicide Investigator and Reconstructionist and Glock Armorer, amongst a number of others. In addition, he holds memberships on the Florida Internal Affairs Investigators Association, IACP, and is Treasurer for St. Augustine Police Benevolent Organization, Trustee for the St. Augustine Police Officers’ Retirement System and a Board Member for Home Again St. Johns. Anthony has been married for 25 years and has 4 children.
Commander Jennifer Michaux, Operations
Commander Jennifer Michaux began her police career in 1995 with the St Augustine Police Department in Florida. She oversees the operational function, providing leadership and direction to the agency’s patrol and community resource divisions. During Commander Michaux’s career with the department, she has served as Sergeant of patrol, Sergeant of internal affairs, and Sergeant of training. Commander Michaux’s experience includes traffic homicide investigator, motor officer, defensive tactics instructor, and field training officer.
Commander Michaux received an honorable discharge from the United States Navy. She holds a bachelor’s of science degree in public administration from Flagler College and is a graduate from the Florida Leadership Academy.
Commander Patrick McCaulley, Administration
Commander Patrick McCaulley was hired in 1994 (over 22 years) after spending two years with the Maitland (FL), Police Department. Promoted to Sergeant in 2000 and has supervised Patrol shifts, the Professional Standards Unit, the Training Unit, and the Investigation Unit. McCaulley was promoted to Commander in 2016 and currently supervises the Administration Division.
As a 1990 garduate of Florida State University with a Bachelor of Science degree in Criminology, McCaulley went on to complete a Master’s Degree in Criminal Justice from the University of North Florida in 2003, and in 2014 graduated from the Florida Department of Law Enforcement Leadership Academy. Married 19 years, Commander McCaulley also has a 13 year old son.
